Democratic Representative Sean Casten has introduced the Energy Bills Relief Act in the U.S. Congress, proposing a broad set of measures covering energy costs, grid reform and clean energy deployment, including offshore wind.
The legislation includes provisions to support offshore renewable energy development in federal waters. It calls for updated rules under the Outer Continental Shelf Lands Act to ensure offshore wind projects are developed with consideration for environmental protection, maritime activity, fisheries and coordination with federal, state and Tribal authorities.
The bill also proposes the development of voluntary interoperability standards for offshore transmission infrastructure, aimed at improving compatibility between systems, reducing project delays and supporting grid reliability.
More broadly, the legislation seeks to accelerate grid expansion and interconnection of renewable energy, including measures to address connection backlogs and promote advanced transmission technologies. It also includes provisions on permitting, community engagement and consumer protection.
In addition, the bill proposes linking fossil fuel project approvals to prior renewable energy approvals and restoring clean energy tax incentives.
