Brazil’s Conselho Nacional de Política Energética (National Energy Policy Council, CNPE) has approved a resolution establishing regulatory guidelines for offshore wind energy in the country. The guidelines cover regulatory framework development, planning and identification of offshore areas, digitalisation of permitting processes, and the preparation of technical studies.

 

They also include locational criteria such as an initial reference distance of 12 nautical miles from the baseline for offshore wind areas, with scope for revision based on technical analysis. The government estimates the offshore wind sector could support more than 500,000 jobs by 2050 and unlock about 1,200 GW of potential generation across Brazil’s Northeast, Southeast and South regions.

The resolution aims to strengthen interagency coordination, centralise permitting via a dedicated digital portal, and provide legal certainty to prospective investors.
