The Philippines' Department of Energy (DOE) has paused the Fifth Round of the Green Energy Auction Program (GEA-5) for offshore wind while it reviews the programme's implementation framework. The review aims to strengthen the country's first offshore wind auction by improving project readiness, clarifying inter-agency responsibilities and aligning auction requirements with infrastructure, regulatory processes, transmission capacity and overall project deliverability.
Key areas under review include port availability and capacity, environmental and regulatory requirements, arrangements for onshore and auxiliary facilities, transmission capacity assessments, and project readiness criteria, including delivery schedules, award conditions and post-auction requirements. The DOE will announce a revised auction timetable once the technical review, inter-agency coordination and updates to the Terms of Reference have been completed.
