Copenhagen Infrastructure Partners and Vietnamese contractor-developer Fecon have proposed developing a 1 GW onshore wind project in Laos to export electricity to Vietnam. The plan involves studying a 1,000 MW wind farm in Savannakhet province, with power exports to Vietnam targeted between 2026 and 2028.
The wider partnership is also considering a renewable energy pipeline across Vietnam and Laos with a total capacity of around 2.5 GW by 2030. This broader portfolio would include onshore wind and utility-scale solar projects. The consortium said it will continue working with government agencies and stakeholders in both countries to assess feasibility, complete regulatory procedures and define implementation mechanisms before reaching investment decisions. The proposal was presented during a meeting between Vietnam’s standing Deputy Prime Minister Pham Gia Tuc and Niels Holst.
