Goto Floating Wind Farm has started commercial operation on 5 January 2026. The project is Japan’s first commercial floating offshore wind farm to enter operation.

The wind farm has been certified by Japan’s Minister of Economy, Trade and Industry and the Minister of Land, Infrastructure, Transport and Tourism under the Marine Renewable Energy Sea-Area Utilization Act. It is the first floating offshore wind project in the country to receive certification under this framework.

The project is located off Goto City in Nagasaki Prefecture and has a total installed capacity of 16.8 MW, comprising eight 2.1 MW floating wind turbines. The turbines are installed on a hybrid spar-type floating foundation with a steel upper section and a concrete lower section. The structure was designed and constructed by Toda, the lead company in the project.

The Goto offshore area was designated as a promotion zone in December 2019. Following a public tender process, the project company was established in October 2021, with offshore construction starting in August 2022. Commercial operation commenced in January 2026.

Goto Floating Wind Farm is owned by a consortium including Toda, Eneos Renewable Energy, Osaka Gas, Inpex, Kansai Electric Power and Chubu Electric Power.
