Azerbaijan has designated a water area in its sector of the Caspian Sea for renewable energy development. The area covers 711.4 square kilometres and has been designated for the construction of offshore wind farms.
Under Cabinet of Ministers Decision No. 251 of 31 July 2026, the Ministry of Energy is responsible for carrying out the selection of an electricity producer for the designated renewable energy area in accordance with the applicable rules.
Once the decision enters into force, permission for the construction of wind farms in the designated area will be obtained in accordance with Azerbaijan’s Urban Planning and Construction Code and the applicable renewable energy legislation.
The State Committee for Urban Planning and Architecture is required to inform the Cabinet of Ministers within three days of the relevant construction permit being issued or the applicable period for issuing the permit expiring. The Cabinet of Ministers’ Department of Agriculture and Ecology is responsible for overseeing implementation of the decision.
