The New York State Energy Research and Development Authority has launched a competitive solicitation to support maritime port development and upgrade projects intended to strengthen New York’s ability to support the offshore wind sector while allowing for multiple port uses.

Under the Port Infrastructure Request for Proposals (RFP 6041), NYSERDA will make available up to $300 million to support port improvements across New York State. The funding is aimed at upgrades such as increased load-bearing capacity and extended wharf lengths, enabling ports to support offshore wind manufacturing, staging and logistics alongside other commercial activities.

The solicitation seeks projects that can deliver near-term benefits to the state, encourage partnerships and leverage private investment. NYSERDA states that priority will be given to proposals that can begin construction quickly, make use of the local workforce and contribute to the long-term development of port-based supply chains.

The funding will be allocated through multiple rounds until the full amount is committed. As part of this process, NYSERDA will reallocate $200 million previously designated under the 2024 Offshore Wind Supportive Manufacturing and Logistics programme. The funding is provided through New York State capital project appropriations focused on offshore wind ports, manufacturing and supply chain infrastructure.

Proposals for the first round must be submitted to NYSERDA by 3:00 pm Eastern Time on 26 March 2026. Selected projects will be announced after contracts have been finalised and executed.
